Reflection
Despite the understanding I have gained from the article on decent work agendas, the authors’ focus on definitional problems distracts from the social ethical potential of the decent work agendas. Indeed, definitional uncertainties need not defeat the idea of pursuing decent work as an end-in-itself. The historical development of the conception of job quality (as outlined in this article) exemplifies the progress the international community has made in identifying a variety of humanistieethical elements of work which should be prioritised. Whilst internationally comparable data will undoubtedly enhance our understanding of the matter, an analysis of decent work will likely always involve an assessment of multiple variables. These might include subjective (self-evaluation of conditions) and objective (work content and regulatory environment) perspectives. 

Although definitional issues present challenges in relation to impact on the labour market and international development, I believe that there is great utility in the work of the ILO and EU because the agendas provide guidance on the types of elements which characterise job quality. Even if the content of decent work is not yet universally understood, I wish to use this study further by considering how HR managers can design strategic and sustainable HRM practices which emphasise the importance of decent work and its humanistic and ethical goals.


Summary
In this article, the authors (all of whom are widely published in the field) analyse concepts developed by international bodies concerning the quality of work, and the impact of those concepts on the labour market, public policy and international development. The authors contend that, in developing the “deceit work” agenda, the ILO prematurely produced an all-encompassing concept which cannot be measured with standardised data. The authors tend to favour the “quality of employment” measures developed by the EU, largely because the EU has sought to generate internationally comparable data on labour markets, which permit detailed measurements and international comparisons. Ultimately, the authors advocate for the need to undertake more comprehensive measurements of the quality of work.


Evaluation
The authors’ work is a valuable source of information in the field of research into social/ethical work because the article contains a comprehensive historical recitation of organisational attitudes towards capitalism and production regimes from the 1960s to the 1990s. This historical account provides the context for the emergence of conceptions of decent work and job quality, which enhances my understanding of the critical importance of the issue in today’s labour market. Further, the article contributes materially to my own research because it demonstrates that more effort needs to be expended for concepts.
