The structure is based within the company premises meaning that the general public is not able to enter without prior notice and reason of entry. Onsite there are several employees that work within the company. The majority of employees are labour workers and spend most of their work time outside the company building and near the steel structure that was to be cleaned. With this in mind, when doing the risk assessment of this specific task prior to the starting of works, it was essential to list the persons that might be at risk, which in this case they were the employees and any visitors that might be visiting at the time of the task being carried out. A meeting was held with the person that was in charge of the task within the company and the supervisor of the cleaning company that was engaged to conduct the task of manual cleaning.
In preparation for the task risk assessment, a planning process needed to be in place:
- Started by looking into any existing management system with reference to health and safety.
- Asked if there were any previous incidents or/and accidents, any fire or any fatality.
- That the personnel that will be doing the activity are qualified, competent, and knowledgeable of doing the type of work for the required task.
- A familiarisation of the place of where the risk assessment will be held.
- Nothing that might have been critical was left out.
Since the task was to clean a steel structure and in order for the job to be done efficiently, the use of power tools were needed, which included the use of water jetting and abrasive blasting. After a list of hazards was compiled, appropriate control measures were listed, so as to mitigate that specific hazard as low as reasonably practicable and with reference to legal obligations in relation to occupational health and safety. The hierarchy of controls was considered when identifying the control measures and the highest level of control was implemented wherever possible.
Below is a list of compiled hazards found, in addition with the most practical control measures:
Air contamination – The type of work creates excessive amounts of dust.
Control measures – Arrangements for green shed to cover operational area, the area was limited to workers and temporary mechanical ventilation systems were installed until. Idle running of equipment was to be avoided.
Electricity – The power tools that were used are electrically powered.
Control measures – Power switches, equipment, terminals, connections, cables, inter connectors and insulation for condition and current carrying capacity were examined and inspected, the working area was checked for potentially live structures and components.
Noise – The cleaning methods used, made noise that are harmful to a human being’s hearing.
Control measures – Standard ear plugs or other suitable hearing protection were provided, safety signage at operation area was placed along with training and awareness for the personal protective equipment [PPE] that was to be used during this task.
Vibration – A risk which is likely to arise from the machinery used.
Control measures – Blasters did not work continuously for more than forty minutes and with minimum rest of ten minutes, so as to prevent permanent injury throw vibration. Checked and identified any hazardous machines, tools and processes, especially those which cause tingling or numbness in the hands after a few minutes’ use. Also, made sure that the workers used the right tool for the job and were trained to use it correctly. Additionally, made sure machines were previously maintained as recommended by the manufacturer to prevent vibration increasing and verified that their sharpness, the condition of abrasive wheels, and anti-vibration mounts were fitted. Check whether the job can be altered to reduce the grip or pressure needed.
Manual cleaning – Risk by slip, trip and fall, potential injury, and skin irritation with the high pressure.
Control measures – Continuous close supervision, rotation and job management. Also, risk exposure was reduced by adequate PPE. Unauthorised entry was
prohibited where high air and water pressure was used. Workers were instructed to never point an air hose at anyone, including themselves. Safety glasses wit side shields or goggles, were worn. Also, a screen around the work area was placed so that other workers are safely out of the range of flying particles. Instructions were given to the workers that before attempting to disconnect a hose from an airline, the air should be cut off, and the remaining air bled from the line.
Dusts and mists – Are hazardous to the human respiratory system by exposure through Inhalation.
Control measures – Shot blaster with air supply was provided [with CE marking and UK Standard Assigned Protection Factor (APF) of at least 40. Blasting suits or coveralls should were worn along with protective gloves and safety shoes. Safety Signage was placed at the operation area. Tool box talk was done prior to work starting to make sure that the workers are aware of these hazards. Lung tests were provided to the workers that were exposed to the dust and mist, following the completion of task.
Housekeeping – Can contribute to unforeseen accidents that lead to injuries.
Control measures – Items were stored correctly with no parts obstructing the walkways and cleanliness was promoted and enforced along with safety signage on wet floors.
Harmful substances – These cause a wide range of health hazards.
Control measures – Exposure was reduced by use of PPE and other preventive measures for the workers skin care.
Flying particles – Can cause consequential injuries.
Control measures – The area was barricaded and partitioned, as well with the use of PPE and placement of adequate safety signage.
