Table Q2a shows two sanitation options being considered for implementation within a
Gauteng rural community. Currently, the community uses bucket toilets and this is degrading
to a person’s dignity. The use of bucket toilets has resulted in recurring preventable and
communicable diseases, such as cholera and it is therefore hoped that the implementation of
the preferred option in Table Q2a will discourage the use of bucket toilets and reduce
preventable diseases.
You are a member of the project task team (comprising community representatives, the local
councillor, youth leaders and the project implementation team), which has agreed on one
project objective (i.e. to eliminate all bucket toilets) and two (2) criteria (listed below)
(i) To conveniently meet basic sanitation needs
(ii) To reduce preventable sanitation related diseases.
The preferred option will cater for the current population of the rural community, which has
been estimated to be 17 000 people (2 900 households). Each household earns an average
income of R800.00 per month and cannot afford to spend more than R40 per month on the
preferred sanitation option.
The council will pay 80% of the capital cost of the chosen option while households will pay
20% of the capital cost PLUS 100% of the Operation, Maintenance and Replacement (OMR)
cost. The 20?pital cost will be payable over a 10 year period at a fixed annual interest rate
of 6%. Both sanitation options have a life span of 10 years.
Develop a matrix to screen the two options below. Table 2b lists the typical steps involved in
developing a screen matrix and mark allocation. After developing the matrix, screen the 2
sanitation options and recommend the preferred option to the Community
